The default rate I extracted from the startspervehicle table in MOVESEXECUTION is 29.36 (starts per vehicle per weekday for a passenger car). Why is this value so high? It?s much greater than our local rate.

The default starts per vehicle per weekday value in MOVES is not 29.36. The default value is 5.9 for passenger cars. The tables in the MOVESEXECUTION database are interim tables used in the calculations and do not represent final values representing the parameters selected by the user. Extreme caution must be used in using values taken from the MOVESEXECUTION database to avoid confusion.

In this case, the values in the StartsPerVehicle table represent the "starts per vehicle during weekdays". MOVES makes calculations based on a week, so there are 5 weekdays in the calculation. To get the starts per vehicle for a single weekday, you have to divide the starts per vehicle by the number of days (in this case 5), which gets you 5.9 starts per day.

You can also get the starts per vehicle per day from the MOVES output database by selecting "Starts" and "Population" from the General Output panel. Be sure to select "24-HourDay" from the Output Emission Detail panel and include all hours of the day in the Time Spans panel. The MOVESActivityOutput table in the output database will contain the starts (activitytypeid=7) and population (activitytypeid=6). When you divide the total starts by the total population you will get the starts per vehicle in that 24-hour day.

You can also determine the default starts per day by dividing the count of records in the combined SampleVehicleDay and SampleVehicleTrip tables by the count of records in the SampleVehicleDay table as described in the MOVES Software Design and Reference Manual, Tag-7c in Section 10.6.8.
