If I uncheck the "Refueling Displacement Vapor Loss" and the "Refueling Spillage Loss" boxes in the pollutants and processes pane, then the Stage II inputs in the CountyYear table are not used and no further adjustment is necessary. Is that correct? This

You are correct. By *not* checking the "Refueling Displacement Vapor Loss" and the "Refueling Spillage Loss" boxes in the pollutants and processes panel, the output generated by MOVES will not contain any refueling losses. 

Our office normally recommends that refueling losses be calculated using our mobile source emission models in order to properly account for the Onboard Refueling Vapor Recovery (ORVR) systems now installed on all light duty vehicles. 

Be sure to check with your Regional office to make sure that you are dealing with refueling emissions properly in any EPA-required analyses.
